I’d like to think so. It is sort of canon for the Doctor to be a man I guess, but when Eleven is regenerating he’s like “Blimey, i’m a girl!” so I guess that means there is a possibility that he could regenerate into a female. So far Nine has been the most err, ethnic? looking Doctor. But I think it’s more likely that he’d regenerate into a non-white male before a female, unfortunately.
